Turkey: Al-Mawli Adopts Decentralization Policy to Reconstruct ISIS
The military expert, colonel major Hatem Al-Falahi illustrated that Amir al-Mawli, the successor of Abu Bakr al-Baghdadi, adopted a new strategy that chimes with the organization’s current capabilities. Falahi pointed out that ISIS old leverage over cities has waned but it still enjoys the power to conduct small-scale operations that may incur hefty losses to the security forces
