The issue of the poor infrastructure in Benghazi, the second largest city in Libya, has been a scourge for tens of years with no perfect solution that meets the expectations of the citizens in the city. The citizens believe that a suitable solution has not been found yet due to the disintegrating nation, collapsing institutions, deteriorating services, in addition to the corruption eating away at the tenders of poorly constructed projects.
