The Council of Raqqa, which consists of a joint presidency and three deputies, was formed in preparation for managing the city after its liberation from ISIS. The Council has been interested since the beginning of its formation to reactivate the schools in the northern areas of Raqqa to accommodate as many students as possible, and provide services in the field of education and health as well as public utilities
