Syria – Formation of a civil council to manage Raqqa

In conjunction with liberating campaign of Raqqa, Raqqa’s Civil Council was formed as a prelude to managing the city after liberating it from ISIS, where the Council starts its tasks by receiving the newly liberated villages and providing services to their families.
