Iraq- Will the Tribal Rules Substitute the Governmental laws

Tribal rules in Iraq are substituting governmental laws in an attempt to settle the problems in most of the provinces. Tribal and sectarian prejudices made it impossible for the official courts and laws to cope with the ongoing events. However,   tribes believe that that it is their duty and part of their ingrained traditions to settle stalled issues, especially those related to murders, kidnapping, and theft.
