Iraq – Religious and ethnic quotas complicate the task of forming a government

The leader of the Sadrist movement, Moqtada al-Sadr, announced several days ago the agreement of the political blocs to grant the Prime Minister, Adel Abdul Mahdi, a deadline to prove the success of his reform program, explaining that he gave Mahdi freedom to choose his government away from sectarian and ethnic quotas. Observers said that the prime minister’s full freedom to choose ministers would not be easy even if Sadr could control his party, especially since other political and religious components used quota in all previous Iraqi governments.
